Can a FIEVC be set up as a limited partnership?

Yes. Though the FIEVC regulations do not use the term, they explicitly authorize a structure of a contractual joint venture that is not a separate "legal person." This allows a limited partnership structure if the parties wish to allocate the risks and rewards (after-tax distribution) in that way.
