What are some of the problems involved with M&A with State Owned Enterprises (SOEs)?
First of all, M&A with SOEs require approval from many government agencies such as the State Authority of Property Management. Secondly, the procedure is not very transparent. There will be uncertainty when approaching this method because there are unclear approval procedures and no provisions on the anti-monopoly market. The approval authorities have entirely too much discretion regarding this matter.
