What are China's basic obligations under the GATS?
According to the General Agreement on Trade of Services (GATS), China must:

Not discriminate among different foreign service providers (the MEN principle) or between foreign and domestic service providers (the national treatment principle);

Ensure transparency by publishing all relevant laws and administrative guidelines affecting trade in services;

Establish enquiry points for information on the regulation of the services sector;

Regulate services in a reasonable, objective and impartial manner;

Establish judicial, arbitration and administrative tribunals to grant prompt review and remedies for decisions affecting trade in services; and
-
Ensure that international payments for services are freely transferable.
