a. Establishment of a transparent standards certification process that adheres to national treatment, and uses harmonized international standards as a basis for standards setting.
b. Ensuring that testing agencies are capable of conducting necessary tests well before implementation deadlines, while also ensuring that implementation deadlines are coordinated with customs and other enforcement authorities.
c. Establishment of an open and reasonable fee structure for all standards certification testing and ensuring equal treatment of foreign and domestic enterprises.
d. Allowing foreign and domestic industries to participate in the development of China's standards regimes including, allowing foreigners to join Chinese standards bodies.
