Why is it attractive to multinational enterprises to export their more dangerous and polluting operations to developing countries?
(a): Developing countries are often dependent on foreign investment for economic growth, and officials within these countries face pressure to bring in investment however possible. Where environmental and occupational standards exist, they may be compromised so as to reap the benefits of foreign investment. It is frequently up to private companies to impose standards on themselves when dealing in developing countries.
