The fundamental message is that environmental protection is clearly seen as a priority and that the State Environmental Protection Administration is supported in its work by the highest levels of the government. There are also broader goals in that the government is supporting public participation and development of non-governmental organizations in the area. The law also extends to government plans and makes the environmental impact of some government plans subject to comments by the public, experts, and others concerned, however this part of the law is not complete and it remains to be seen what the impact will be in practice.
