Ministry of Human Resources and Social Security has recently unveiled Provisional Methods of Participation in Social Insurance of Foreigners Employed in China, which marks a beginning of social opinions soliciting. The related exposure draft makes it explicit that foreigners employed in China shall participate in five categories of social insurances for employees . For those who are qualified after participation in social insurance shall be entitled to social insurance endowment in accordance with law.

Ministry of Human Resources and Social Security has recently announced the Negotiation & Mediation Methods for Enterprises Labor Disputes (Exposure Draft) and invited public opinions soliciting. The exposure draft rules that enterprises with more than 300 employees shall set up labor disputes mediation committee in light with the law; enterprises with less than 300 employees are expected to set up mediation committee or appoint mediators for possible future mediation work based on the recommendation from employees and enterprises.

The pilot project for endowment insurance for both urban and rural citizens will be formally kicked off in July 1st with coverage of 60% of domestic areas for this year as a pilot year and realize a full geographical coverage next year. Ten grades will be levied as payment standards. Local people's governments can add different grades for payment proceeding from the actual situation.

Recently Shanghai came up with Some Opinions on Regulation of Labor Dispatch Employment in Shanghai, which makes it explicit that labor dispatch employment will be controlled to reduce its size. Shanghai municipal government expresses that efforts will be contributed to regulation of employment by labor dispatch within 2 to 3 years and such attempts will be first realized in state-owned enterprises.

Starting from July 1st, many items of social insurance treatment in Beijing will be enhanced. Sun Yan, vice director of Beijing Municipal Human Resources and Social Security Bureau indicates that, this adjustment is a temporary measure under the situation of abnormal commodities price indexes. Currently Beijing has already established the linkage mechanism between commodity price indexes and social insurance endowment, including the possibility of further adjustment of various social insurance treatments.
